The Mumbai Suburban District is divided into 2 Sub divisions for administrative convenience.The two Revenue Divisions in Mumbai Suburban District are western suburban and Eastern Suburban. A Sub division is headed by Sub Divisional Officer (SDO/SDM) in the rank of Assistant Collector in Cadre of I.A.S or a Deputy Collector . He is the Sub Divisional Magistrate having jurisdiction over his division. The Sub divisional Offices are a replica of Collectorate in the matter of number of sections and they act as intermediary in the administrative setup. Each division consists of a few Talukas whose performance is constantly monitored by the concerned Divisional Office. SDO or SDM has control and supervision over the work of Tahsildars, Circle Officers, Talathis and Bill Collectors of Andheri and Borivali Talukas of the district.

Duties of Sub Divisional Officer :

Court Work :

To hear all the cases filed before him against the orders passed by theTahsildar in connection with

Record of Rights under Maharashtra Land Revenue Code, 1966
Tenancy cases under the Bombay Tenancy and Agricultural Lands Act, 1948 etc.
To hear the cases pertaining to restoration of Land to Scheduled Tribes under Maharashtra Restoration of Lands to Scheduled Tribes Act, 1974.

Competent Authority :

SDO is competent authority under M.P.I.D. Act.

Magisterial Work :

Enquiry into Police Firing cases, Police custody deaths as a Sub-Divisional Magistrate of the District and to submit report to the Government and National Human Rights Commission (NHRC).

Excavation Permissions :

Under M.L.R code, 1966 upto 1000 Brass.

Issue of Caste Certificate :

SC, ST, OBC, DT, NT and Non Creamy Layer Certificates (Borivali Taluka).

Solvency Certificates :

up to Rs.5 Lakhs.

Other Functions :

Under various Act and as per the orders of the Government.
Detection of unauthorised Non- Agriculture (NA) use or Change of use Cases and passing orders levying NAA and fine u/s 45 of Maharashtra Land Revenue Code,1966.
Sale Permission u/s 43 of Bombay Tenancy and Agricultural Lands Act, 1948.
